“Mobile First” Innovations for 20-year-old SACWIS Improve Productivity, Efficiency of Caseworkers

The Arizona Department of Child Safety (DCS) took an innovative approach to digital transformation by deploying a “mobile first” strategy, allowing more than 1,400 caseworkers to adopt current mobile technology into their practice today and access real-time data and information in the field, despite the limitations of its SACWIS. By implementing Diona Visits and Diona Investigations, DCS achieved seven significant benefits:

Arkansas DHS: Medicaid & CHIP


This project provides information about Medicaid and the Children’s Health Insurance Program (CHIP), states’ health coverage programs for low-income children and adults. South Carolina Department Of Health And Human Services

Family Support Services of North Florida


Family Support Services of North Florida (FSSNF) is the lead agency for foster care, adoption and family preservation in Duval and Nassau counties. DC Health Benefit Exchange – Washington DC


The DC Health Benefit Exchange Authority (HBX) was established by the District of Columbia to develop and operate the ACA on-line health insurance marketplace called DC Health Link for residents and small businesses in the District. HBX is a private-public partnership established to foster competition and transparency in the private health insurance market, enabling individuals and small businesses to compare health insurance prices and benefits and to purchase affordable, quality health insurance. Although the last state to start building the IT system, DC was one of four state-based marketplaces to open for business on time on October 1, 2013. DC Health Link offers health insurance from 3 UnitedHealth Companies, 2 Aetna Companies, CareFirst BlueCrossBlueShield and Kaiser. Approximately 100,000 people have private health insurance through DC Health Link and this includes over 5000 District small businesses, approximately 11,000 designated Congressional staff and Members including District offices, and thousands of District residents. Since opening for business, we’ve cut the uninsured rate in half and now more than 96% of District residents having health coverage.

Missouri’s Medicaid Eligibility Determination Software (DHS)


The Missouri Department of Social Services (DSS), MO HealthNet Division, administers the provision and payment of services for
Missouri’s MO HealthNet program. The DSS Family Support Division (FSD) determines MO HealthNet eligibility for individuals
and families. There are 144 FSD resource centers located throughout Missouri (an interactive map of the FSD resource centers can
be found at: http://dss.mo.gov/dss_map/).
MO HealthNet represents a significant portion of Missouri’s overall state budget. Approximately 29 percent of Missouri’s total
budget was dedicated to MO HealthNet in State Fiscal Year (SFY) 2018. More than 49 percent of the state’s Medicaid funding
comes from federal funds. MO HealthNet spending varies with policy changes to enrollment, covered benefits, and eligibility
guidelines as well as with other factors such as consumers’ health status, unemployment rates, and medical price inflation. Such
factors are also likely to impact the overall state budget given the size of the MO HealthNet program.

Nebraska Department of Health and Human Services


The Affordable Care Act (ACA) included numerous provisions with significant information systems impacts. One of the
requirements was to change how Medicaid Eligibility was determined and implement the changes effective 10/1/2014. As a result
of the lack of time available to implement a long-term solution, the Department of Health and Human Services implemented a
short-term solution in the current environment to meet initial due dates and requirements. This solution did not meet all Federal
technical requirements for enhanced Federal funding but was approved on the assumption that a long -term solution would be
procured. An RFP was developed and procurement has been completed with Wipro selected as the Systems Integrator for the
IBM/Curam software.

U.S. Virgin Islands


The U.S. Virgin Islands Department of Human Services (USVI DHS) needed a modern, ACA-compliant, high-quality, integrated benefits eligibility system as quickly as possible. Employees were using a “green screen,” mainframe, keystroke-driven system with separate databases, and benefit issuance needed more oversight. The USVI DHS worked closely with RedMane to design, develop, test and implement the U.S. Virgin Islands Benefits Eligibility System (VIBES).

VIBES was implemented using IBM’s Cúram platform and our proprietary Smart Transfer methodology. Using this approach, we applied configurations of the platform that we completed for other U.S. states. This knowledge base allowed the USVI to leverage federally funded development from other projects and greatly accelerated timing, while reducing costs. While the project was underway, the territory, under the guidance of Governor Kenneth Mapp, wanted to incorporate the Medicaid Expansion option of the ACA, and an enhancement to enable CHIP participation. VIBES includes both programs, further benefiting recipients.

Reconstruction of China’s Social
Insurance Service Delivery System


Since 1990s, China has made great progress in developing a modern social insurance system which is
currently the largest one in the world in terms of covered population. However, the service delivery
system provided by the Social Insurance Administration (SIA) system is still underdeveloped and facing a
variety of challenges to meet the increasing public needs in the rapid economic and social
transformation process. In 2013, the 3rd Plenary Session of the 18th CPC Central Committee made the
decision to construct a service-oriented government in which the reform of social security
administrative system was one of the most important tasks.
