IBM Cúram Application Modules – IBM Cúram SPM 7.X


Introduction


The IBM Cúram composed new category as Application Module which represents solution and enterprise modules from the IBM Cúram SPM 6.X. It is very specific to IBM Cúram SPM 7.X. Other versions of Cúram can have different components.
There are two tier of IBM Cúram Social Program Management (SPM) –

  •  IBM Cúram Application Modules
  •  IBM Cúram Social Program Management Platform (SPMP)

IBM Cúram restructures the Social Program Infrastructure, Enterprise modules and Solution Modules.

Application Modules Explanation


 

  • Appeals: The IBM Cúram Appeals is an automated solution that provides comprehensive support for the appeals and fair hearings process. Cúram Appeals automate the intake, hearings, and decision processes and manages participants in the appeals process. Cúram Appeals supports multi-level appeals in which multiple issues for one appellant and respondent can be viewed at a single appeals hearing.

  • Archiving: IBM Cúram Archiving provides the ability to archive historical data in its original business context, as well as to query and restore the data. IBM Cúram Archiving works with IBM InfoSphere® Optim™ Archive Enterprise Edition to provide a set of Cúram templates for the archival of business and technical objects including tables and relationships, and selection criteria to identify all records that should be moved into an archiving environment.

This is a new Component added as a part of Watson.


  • Business Intelligence & Analytics: IBM Cúram Business Intelligence and Analytics is a decision support solution that helps social program organizations analyze the effectiveness of their programs and gain insight into the efficiency of their operations. It is scalable from the program to the enterprise level. It consists of embedded analytics, domain-specific dashboards, extensive Extract, Transform, Load (ETL) functions, and tool-independent, pre-defined, domain-specific data marts.

  • Child Welfare: IBM Cúram Child Welfare provides a full case lifecycle solution for child welfare organizations. This integrated, cost-effective case management software supports key business requirements, helping to improve organizational effectiveness through family-centric, outcome-focused business processes.

This component picked from the IBM Cúram solution module as it was in IBM Cúram SPM 6.X.


  • Evidence Broker: IBM Cúram Evidence Broker mediates the sharing of evidence across cases, acting as both a receiver and a broadcaster of evidence. It enables source evidence on a source case to be shared with target evidence on a target case. IBM Cúram Evidence Broker enables social program organizations to decide the types of evidence that can be shared, and the parameters for sharing this information.

  • Identity Intelligence: Fraud, waste, and abuse drains billions from social program funds each year. Social program clients might benefit from tracking citizens, their identities, and interactions with other programs. The IBM® Cúram Identity Intelligence product aims to give caseworkers the confidence that an applicant is who they say they are and are not duplicated within the system, which might result in duplicate benefits. The product solves this problem by applying existing IBM algorithms and analytics to client data and verifies information with limited worker involvement and reduces improper payments for social programs.

    To assist caseworkers in this important task, an IBM Cúram Identity Intelligence product is available with the IBM Cúram SPM system to provide a clearer indication of the benefit applicant’s integrity. The caseworker can delve into the history of clients who are highlighted as having potential duplicate identities.

    A caseworker can see whether potential duplicate identities exist for people who are already registered in the system, newly registered people, and new applicants (including new case members) without leaving IBM Cúram SPM. As a result, they can accurately determine whether the client is legitimately entitled to benefits or services before payments are made. The benefit might be the prevention of billions lost to fraud, waste, and abuse each year.

    This is a new Component added as a part of Watson.


  • Income Support: IBM® Cúram Income Support application modules deliver prebuilt health and social program components, business processes, tool sets, and interfaces on a dynamically configurable architecture. IBM Cúram Income Support is designed for programs that provide food, cash and medical assistance, and IBM Cúram Income Support for Medical Assistance is designed for programs that provide medical assistance.

  • Income Support for Medical Assistance: IBM Cúram Income Support for Medical Assistance enables social program organizations to improve the efficiency and effectiveness of managing eligibility and entitlement services for medical assistance. IBM Cúram Income Support for Medical Assistance equips organizations with a powerful set of business tools and processes designed specifically for the effective management of traditional medical assistance, Affordable Care Act, and MAGI-based Medicaid programs.

  • Life Event Management: Life Events are intended to capture a holistic view of what is happening in a person’s life. Life Events provide, not only raw information about a person’s circumstances, income and so on but also context.

  • Outcome Management: IBM Cúram Outcome Management provides a comprehensive approach towards reaching positive outcomes for children and families. Cúram’s Outcome Management approach includes: defining assessments and outcome plans, building an outcome plan to achieve positive outcomes, managing planned activities and monitoring client progress. Cúram Outcome Management is a client-centric approach to service delivery which focuses on the results the child and family is trying to achieve. This is a collaborative approach may engage the MDT processes through-out the life cycle of a child welfare case.

  • Provider Management: IBM Cúram Provider Management helps organizations manage providers holistically, resulting in improved service delivery, enhanced efficiency, and sustainable outcomes for citizens. IBM Cúram Provider Management provides a common repository of information, reusable business services, and enhanced accessibility for case workers and external providers.

  • Provider Match with Watson: IBM® Cúram Provider Match with Watson™ helps caseworkers to compare service providers and choose the most suitable provider for a client. IBM Cúram Provider Match integrates with the Watson Tradeoff Analytics service to analyze service providers based on selected criteria. Administrators can configure the connection to the Tradeoff Analytics service and the provider selection criteria.When a client is referred to an organization, a caseworker adds the client to the system and gathers information about the client. The caseworker assesses the client information against a set of business rules to determine the client’s needs and to create a plan. For example, the caseworker might create a plan in IBM Cúram Outcome Management that includes the provision of a service to the client. The caseworker can use IBM Cúram Provider Match to compare service providers based on all the necessary information and preconfigured selection criteria. The caseworker can compare and identify tradeoffs between providers based on the most important factors, and then apply filters to narrow down a list of possible providers.

  •  Social Enterprise Collaboration: The traditional approach of social enterprise agencies is to deliver benefits and services on a per client per program basis. While these programs ensure a client’s basic needs are met, it is difficult to address the root cause of problems. Without visibility between agencies and programs, it can be very difficult for agencies to track overall client progress. As a result clients can often develop long-term dependency on government assistance.

    Social enterprise collaboration is a new approach to helping clients and their families. It’s main premise is to encourage agencies and other interested parties to collaboratively work together to identify the root cause of family problems and to help the family achieve positive outcomes. In order to do this, agencies and other interested parties should have a holistic view of clients and their families across agencies and programs.

    By providing a mechanism to open up communications between clients, family members, agencies, and service providers, this holistic view can be achieved. Open communication channels will remove duplication of efforts, protect against fraud, and match the skills of agency workers and providers to the needs of clients. Successful social enterprise collaboration depends on holistic solutions for families. Social service agencies must have the ability to choose from a wide range of available benefits and services in order to achieve lasting change

 


  • Universal Access: IBM Cúram Universal Access enables governments to provide citizens with a single point of access to all social programs and services for which they are eligible. Universal Access connects citizens to programs, streamlines applications for those programs, and reduces administrative work, allowing case workers to spend more time interacting with citizens. In comparison, Universal Access (New), provided with release 7.0.3 enables citizens to access services in a browser from both desktop and mobile devices. Universal Access (New) uses modern technologies such as React to provide a working reference application that you can customize to provide your own citizen-facing web application.

  • Verification Engine: IBM Cúram Verification Engine streamlines the process of verifying evidence that is used in determining eligibility and entitlement as part of program delivery. It provides the functions that are needed for efficient management of verifications where policy or legislation mandates that evidence is verified as a prerequisite for eligibility.
